You need to include the # on links within a file. This is true regardless
of which browser you're using (although some browsers may try to
error-correct by looking for an anchor in the current file, if they get
back a "no such file" from the server when they request what you actually
specified). Make your link <a hRef="#1020248"> and it should work.
