Here's an answer straight out of the Framer's digest (February 7, 2000)-HTH:

2. Can DTDs and EDDs be created for XML as with SGML?

DTD's - Yes, EDD - No. Frame does not currently support importing XML,
only exporting. You would need to use an XML editor to really work with
the raw XML file.

Hello Framers.

I've been given the responsibility of creating an EDD from the
DocBook 3.1
DTD so that our writers can author in SGML. So far, I haven't had
any luck.
One problem seems to be that Frame can't find the DocBook modules
referred
to in the DTD.

As I am a total SGML/XML newbie, any help will be greatly
appreciated!
