It depends on the site. If there is a backend database component to the web site, as well as scripting and includes, it can be next to impossible to provide a complete estimate based on what a spider finds by crawling the site. If the site does not offer such functionality, WebBudget claims to spider a web site for word count (as well as a few others applications), though we've had very mixed results overall. Your best bet is to have the client send you a copy of all files. It's really the only way for you to offer a firm estimate. As more and more sites become database driven, this will become more and more the case.
