"Program-Level Discounting Methods" is correct. You might want to pick
up The Chicago Manual of Style as a quick reference guide for your
desk (see pg. 283, section 7.128 in the 14th Ed).

I'm having one of those days. I can't remember if you are supposed to
capitalize both words in a hyphenated word in a title. For example, is it:

Program-Level Discounting Methods (looks better to me...)

or

Program-level Discounting Methods (could be correct because the hyphenated
word is seen as a single word?)
