In general, that seems to be true, but whoever writes the job postings needs
to know that the tools should not be listed under "requirements." Experience
with HTML is a reasonable requirement; experience with a specific HTML
editing tool is not. Ultimately, the company loses if their poorly worded
job posting discourages applicants in this tight market. You have nothing to
lose by applying anyway and emphasizing the applicable skills you DO have.
