ISYS makes a text indexing/retrieval product that sounds like it will fit
the needs for your friend. It creates an index of every word in the
documents you point it to, and provides a search interface that supports key
word, phrase, Boolean and proximity searching -- along with some more
advanced features like synonym trees. You didn't mention the format the
documents are in, but ISYS supports something like 70 file types, including
PDFs. It's industrial strength and exceedingly fast, both in indexing and
searching. You can download an evaluation copy at: <
http://www.isysdev.com/products/desktop.htm >.

Also, if you do a search on the software sites (like hotfiles or CNET) for
"text retrieval" or something similar, you'll turn up a bunch of additional
candidates, some of which are freebies.
