I found the book Software Requirements by Karl Wieger to be very helpful.

http://www.amazon.com/exec/obidos/ASIN/0735606315/o/qid=963510150/sr=8-1/ref
=aps_sr_b_1_3/002-7600397-6314417

The web site http://www.qssinc.com/ is useful (the site is selling a
requirements tracking product, but it contains some useful articles.)

Anything by Steve McConnell is helpful. His web site is good.

Look up Extreme Programming and various references.

There is a lot out there.
