Was there any reasoning for the CEO's decision, or was
it just personal preference? I include running H&Fs on
all pages so as not to throw off a reader who is
thumbing through the book.

You can create a new master page called LastPage and
omit the header and footer on it. No biggie. I just
think the idea's a bit strange.
