Michael Little wants to implement "conditional chaptering", i.e., to have
entire chapters that are not used in certain conditions.

I assume by his description of the problem that he is using FrameMaker, and
has separate files for each chapter in a book.

In FrameMaker this is easy, just create separate book files, each named for
the appropriate condition and containing the appropriate chapter files. If
you regenerate before printing each book, the numbering and cross-references
will be updated.

One possible problem is if you cross-reference a chapter not included in the
book you are generating (e.g., if in the end-user section you say a
prerequisite is an administrative task and cross-reference the
administrator's chapter, which is not included in the end-user's version of
the manual).
