Alternatives to RoboHelp

I am currently using RoboHelp to create HTML help. I am frustrated by artificial limitations (e.g. you can insert an mpeg file, but you can avi??) and the high cost compared to some of the more economical html editors, Front Page, Dreamweaver. Is there really any point to using high priced, limited RoboHelp instead of some of the cheaper HTML editors or even Notepad and a good html guide? How do others out there creating HTML help feel? Comments eagerly sought.
