It certainly is NOT sustainable.Frame IS the tool of choice to do what

Now, Diane asks:
So if I want hyperlinks in a pdf that I generated using Adobe 4 from
many Word95 documents, I need to put them in myself? I generated a TOC
and Index via Doc-to-Help (v. 3.0) in a collection of Word95 documents.
(Hey, this is a government contract and we're 5 years behind
technologically, okay?) So I don't actually have hyperlinks in the Word
documents now, just headline styles that Doc-to-Help used to make a TOC
and Index in its project file: essentially doing what Word's Master
Document *feature* is supposed to do.
