This is exactly what I heard.
Apparantly, the sample ballot did not contain the holes down the middle, so
there was no esy to track from arrow to hole. Without this reference, it would
be extremely easy to get confused.
Also, some of the ballots didn't fit into the machine correctly - they were
the wrong size. This also caused problems with where the "punch" ended up.
To be honest, though, most analyst say that there is no discernable bump in
Buchanan's numbers compared to the rest of the state. Therefore, there isn't
really any way to be sure that the confusion issue is warranted.
