Tricky question

INTRO: For those who will no doubt suggest that I research this in a style
guide, I've DONE that....and found nothing. If you want to suggest a style
guide that addresses this question, I'd appreciate it. I really almost
hate to pose this question, but here goes...

My question is: Which is the correct method for using a place name as an
adjective, when it is hyphenated with "-based" as in "Canadian-based
company" or "Canada-based company"?

I tried searching the web and found instances of use to be about equal. To
me, the semantic idea is that the company is based in Canada, so
"Canada-based" is more correct. Obviously, I would use "Canadian company"
but the "-based" makes it different.
