This ought to be sent to Scott Adams for Dilbert material.

I suppose the manager was trying to show his/her education but trying
to use a
French phrase? The term is "in the clear". As opposed to being
encypted.

I think the more uncharitable, and probably correct interpretation is
that the
manager involved heard, but didn't really listen. Do they also
pronounce jist as
just, moot as moo?

All ist klar, Frau Kommisar?
