There's a lot of value in it, if your audience follows this kind of
thing. The biggest reason to include a revision history somewhere is so
users can see if their particular pet peeves have been fixed. Another
reason, if you make it available *before* the customer buys the upgrade,
is so customers can see the new features and repairs to decide whether
it's even worth the purchase price. (That last one is occasionally a
reason that marketing-types *don't* make it available to pre-sale
customers.)

If you don't like it in the release notes, at least provide a link to a
Web page with this information, or include it as a separate document
somewhere.
