Opinions on this vary wildly. And, this thread can get into tool wars pretty
quickly. Suffice it to say, I expect Word is the most common tool used for
tech writing. Other than that, my personal preference starts with
FrameMaker, includes Ventura and Interleaf and PageMaker before getting to
Word . . ..

Nevertheless, as a writer, having a preference for a tool is fine and normal
but you should not let that get in the way of getting work done in a tool
you don't prefer. A tool is nothing more than a means to an end.

P.S. I just asked Adobe. They said FrameMaker was undeniably the standard.
