You don't need a plug-in. Just create your PDFs the old way.

Print to file from the Frame print dialog, but instead of inserting a filename, use *.

This option generates a PS file for each Frame file, and it maintains the Acrobat link data. The one drawback is that each file only contains internal bookmarks.
