The MIL-Spec at my previous job required the format:

(2-103 Blank)/2-104

Where "2-" was the chapter number, 103 was the page number of the preceding
page which was blank, and 104 the number of the current page.

I don't think this is a useful observation. All the pages with meaningful
text on them are also intentionally non-blank.
