Here is how it was done at my previous job:

The writers took photos with a digital camera and turned the disk over to
the art department.
The illustrators brought the jpgs into AutoCAD and traced them as line art
(I'm guessing that this was in a different layer) and then discarded the
photo from underneath.

I tried a variation on this technique with PhotoShop and a photo of Elvis
Costello to see if I could do it.

Macromedia Freehand. These were 3D isometrics with lots of detail, but it
was worth the time in comparison to the headaches we experienced when we
tried to photograph things.
