It sounds like you've fallen victim to one of Word's new "helpful" features. I happen to like it, but it's kind of unexpected. That is, When you open a menu, it at first shows only the items you've used recently or most often. After a few seconds, it drops open the rest of the menu.

So click View, and wait a few seconds. Then you can click Headers and Footers, as you expected to do.
