.ico files are 32x32 pixels in size and have a 16 color palette.

If you make sure that your .bmp file meets those restraints, you should be
able to get a workable .ico by changing the extension.

Well, it may not invariably work, but it absolutely works for me: I'd never
thought of it before, but I opened up a bitmap file in Paint (v.4.0),
selected Save As and saved it with extension .ico , and bobsyerauntie, I had
an icon. I could, and did, assign my new icon file to a Windows program. I'm
running Windows NT.
