I think I know the answer to this one, but I appeal to your collective
wisdom. What is the smallest piece of online documentation I can deliver to
a customer that also embeds into the software being documented?

I think it's a compiled help project file, but there is a new manager who
wants to deliver form-level help one form at a time. If it's possible to do
that, please share the tools and process to do that.
