The only way you could convert a rasterized image to a vector image is to
use the trace function in Adobe Illustrator or Macromedia Freehand. The
trace function uses the rasterized image and "redraws" it as vector art.
Unfortunately I have had mixed results with this, but it's the only method
I've discovered.
