Julie,

Having done this for most of the last 20 years, let me tell you how I got
into it: I asked.

Find an educational institution in your area that has a TW program and tell
them you are interested in instructing, and highlight your qualifications.
The rest is up to them - and to you!

If you want to start a program at a local institution, that may be more
difficult, but it can be done given experience, determination, and your
ability to navigate the (possibly arcane) bureaucracy at the college.
