Unfortunately, Windows paint only allows you to save files as bitmaps, or
.BMP files, which do not have annotations. To be able to add comments or
annotations your files must be saved in GIF or JPEG format (I'm sure there
are others, but these are what I use). There are lots of tools that can do
this, but you asked for a cost-effective one. One of the cheapest, but best
in my opinion, for simple image manipulation is Graphics Workshop Pro from
Alchemy Mindworks at Its no Paintshop Pro, but
it is great for quick resizing, cropping, annotating, dithering, or color
correcting images.

I am working with RoboHelp HTML. I have no additional image manipulation
software other than what you get with Windows (i.e., Imaging, Paint). I
have been capturing screens with ALT-PrtSc and pasting them into my help
topics. However, I would like to annotate some of these.

Can I do this with the basic image software included with Windows, or is
there a simple-to-get, cost-effective program available for annotating
