Thank you all for your responses. It turned out that I was able to solve
the problem inside the company, and that there are people here who've
walked down this path before.

You didn't mention which version of the Mac OS your audience will be
using, 9.x or X (ten). If it is 9.x, you can download the Apple Help 1.2
SDK from http://developer.apple.com/macos/help.html.

John:
I would urge you to consider using HTML as your underlying format - it
can
do just about everything that "real" help can.
