Can anyone point me toward a style manual that has
recommendations for things like MBPS vs mbps, etc?
I'm told that the Microsoft Manual of Style doesn't
cover this kind of technical thing, and it's either
buy one or write one.

Apple Publications Style Guide has this sort of thing.

You cann't buy it, it free. I am looking for the URL.
