Some time ago, I attended a "jobseeker's" course in which the HR director of
a major local employer said that submitting via more than one agency was a
disadvantage. UK employers pay an the agency that introduces a successful
candidate.

The problem with the same candidate being introduced by multiple agencies is
that the employer may find themselves having to pay introduction fees
(typically six to twelve months salary) to each agency. The HR director said
that he automatically disqualified any candidate whose details were
submitted by more than one agency.

FWIW, since then, I've insisted that agencies ask my permission before
submitting my details for any work -- and I don't deal with agencies that
won't agree to this.
