As several people have said, a short deadline isn't the time to be
learning something new. However, you might be able to find a usable
template by searching for "framemaker" and "templates" on the Adobe
site.

Failing that, creating one in FrameMaker is fairly easy: create text
frames, then connect them in the proper order. It's an interesting
exercise, even if you don't have time for it now.
