JavaScript or XML include statements?

I need to create a master Web page that contains the contents of a number of
other Web pages. This master page will contain some kind of include
statement for each subpage that a user could potentially install from CD. If
the user has not installed a particular subpage, its contents simply don't
display on the master page. If the user later installs that subpage--voila,
its contents appear on the master page.

Because all these pages (master and subpages) will be installed from a CD
and run locally, anything I do must be client-side, which rules out the use
of ASP. As far as I can tell, HTML offers no way of including the contents
of other HTML files other than using frames, which won't work for me.
<OBJECT> does not display the actual contents.

I feel like my options are JavaScript and XML, so does anyone out there know
how to include the contents of one HTML or XML file in another using JS or
XML? I've searched high and low and can't find any answers. Any help anyone
can offer will be much appreciated. Please respond off list.
