Where file maintenance is an issue. A PDF is one file, where an HTML file
can rely on many "support" files, from graphics to style sheets to
referenced javascript...
Where XML is used to maintain single-source of data for many output formats, this should not be a problem -- except for those who have already printed a hard copy and don't know that the content has changed. In that event, you need a notification system to alert the person with the "static" PDF. Of course, you have this same problem if someone prints an HTML document and puts it in a binder -- never to return to the online version.
