If you are using Microsoft Office, can you insert the image into a MS
Drawing Object?
(Insert - Object - Microsoft Draw 9x Drawing)

Using this you can scale the whole drawing to fit your page and any text
will scale as well.

Do you have the option with your print driver to "Scale to fit page"? or,
"Shrink to fit"?
