You can accomplish this in two ways:

1. If you are sure that the PDF is *never* going to change again ("Yes,
Mary, version 37b is really the final version," declared her boss.), you can
use Tools>TouchUp>Text Attributes....
Select the text whose color you want to change. In Text Attributes, the
small black square with scroll arrows allows you to choose an alternate
color.

2. The better solution is to use the Conditional Text option in Frame.
Duplicate your cross-refs text (copy and paste right after each cross-ref
occurrence).
Select Special>Conditional Text...
Click the "Edit Condition Tag" button and create two new Condition names
(define one as black, the other the color of your choice).
Select each version of your cross-refs and apply one Condition name to each.
When you want to give the doc to your client, click the Show/Hide... button
and move the "Colored" condition to the hide column, for your PDF, reverse
the "Black" and "Colored" Show/Hide positions.
Check your document for unwanted spaces in the text (when Showing/Hiding the
two versions).
