Here's the procedure that seemed to work best:

1. Open the (big) image and save it as a file of type
EPS. Close program.
2. Open the image in Illustrator 8.0.
3. Resize the image in Illustrator as follows:
Choose Edit -> Select All.
Adjust the image in the Scale dialog, accessed
via the Object -> Transform -> Scale menu option.
(In my test diagram, I rescaled it uniformly by 50%.)
4. Save the scaled version as an EPS file.
5. Open the file in Acrobat Distiller, and save it
as a PDF.
6. In your Framemaker document, insert the image using

the File -> Import -> File menu option. I imported
by reference.

Sounds like a lot, but it took longer to write this
than perform the actual procedure.
