DocBook is already available as an XML DTD (I won't comment on whether it
makes sense - DocBook doesn't meet my needs, but it may meet yours).

I'd strongly recommend looking into DITA (the Darwin Information Typing
Architecture). It's an XML architecture oriented around information typing,
single-source, and topic-based reuse. It differs from DocBook in a number
of significant ways (for one thing, it allows you to define new information
types - specific to your product or problem domain - without having to
extend or customize the processes that use the new types). It's not at the
same maturity level as DocBook (still in experimental phase), but it sounds
like that's the phase you're at in any case.

There's also an extensive (and fairly technical) introduction to it in
August's Technical Communications journal.
