I say it's definitely worth it. That's how I got my first help authoring job
- I answered an ad for Senior Technical Writer, even though I had no
real-world technical writing experience and under a year of ANY real-world
experience behind me (I was about 8 months out of college). They looked at
my resume and noted I was not a strong Senior TW candidate by any means, but
did notice I had the technical background they were looking for in a
soon-to-be open junior help author position. I got the job, and then
proceeded to work my way up from there.

I know right now it's more of an "employer's market", but that doesn't mean
you should back off unless you are 100% qualified for the job. They may see
you as a stronger candidate based on the skills you have that they didn't
even take into account. You never know, and it can't hurt.
