Rowena,

There are scenarios where distributing PDF documents
makes sense: in particular, when the product itself is
distributed electronically.

For example, if people can download a Software
Development Kit from the company's web site, it makes
sense to include PDF documentation as part of this
download. This is especially true if you expect users
to want to print out the document.

In my experience, users don't have a problem with
this; in fact, they would be annoyed if they had to
wait for a printed manual to be shipped to them later.

You can also provide PDFs in addition to providing
printed manuals. For example, you might allow
customers to download PDF documentation from a web
site as soon as a product is released (or even in
advance) and then allow them to order printed manuals
a couple of weeks later.
