You describe one of Word's particularly frustrating problems. I'm new to
this list and laughed out loud to see that someone else struggles with
the problem. I'll bet you also have the headers and footers on your
'different first page' disappear when you insert page numbers, or click
'different first page,' or do something seemingly equally unrelated.
After much cussing and desk-kicking I've arrived at the following
method. It works, sort of, mostly.

First, be sure that you insert a "new page" section break at the end of
the first page of the 'chapter.' Then set up your even-numbered page
format on the doc's page 2. When you set up page 2 apply it to 'this
section only,' which should take care of all the even numbered pages.

Now go to page 3 and set that up with the odd page headers and footers
you want for the rest of the chapter.
When you finish with page 3, go back to page one. You will likely find
that the formatting disappeared from page one. Sigh heavily and re-do
page one, applying the page layout to 'this section only.'
Turn to page 3 to see if it's formatted like page one. If it shows the
same header and footer as page one, de-select 'same as previous,' and
format it again.
Each time you set up a section look at the page layout to make sure it's
how you want it......do this for both header and footer on each page you
set up. Make sure that 'different first page' is selected each time.

The keys to getting the headers and footers the way you want them seem
to be a manual section break at the end of page one, and setting up page
three, which means the rest of the document, before finally doing page
one. The page numbers somehow also figure into the equation, but I can't
figure out how.

You may have to go through all these steps repeatedly before it all
sticks to the document. You may also have to repeatedly insert page
numbers, as word likes to make them vaporize, especially on page one. If
your 'different odd and even' doesn't hold, look to make sure 'same as
previous' is de-selected. Make sure 'same as previous' is de-selected on
each page, header, and footer; you will have to repeatedly de-select it,
as Word is obstinate on this point. Then make sure the section breaks
stayed where you put them.

Word will occasionally insert new, blank pages when you format a set of
headers and footers. If/when this happens be dogged in repeating the
entire process.
Yes, there has to be an easier way.

I hope the above makes a bit of sense and helps you with the problem.
Hope this isn't too lengthy for the list rules, too.
