This thread has taken an interesting direction.

I just want to make it clear, as far as my own contributions are
concerned, that I was responding to the post by Julie Brodeur ("Bad
leadership and tech writing"), who was asking for tips on how to improve
a situation where the tech writing department has been decentralized
("Since we lost the sense of a cohesive group, all my work has been
really unfocused. I've been disinterested in working because it seems
like no matter what I do, my end product will be ugly and unuseful to
its readers").

It was not my intention to promote one documentation methodology over
another.
