The phrase "tilting at windmills" comes to mind...

Your idea sounds good, but I've yet to see it work. But it's not an
entirely wasted exercise - if nothing else it may provide the doc team
with a good set of stock questions to ask when interviewing SMEs. And
whatever level of cooperation/participation you get from developers will
be better than nothing.
