Have you checked with your local STC chapter? The Austin chapter has a discussion list, which doesn't seem to be restricted to just STC members. Your area may have something similar.

If not, there are list hosting services like YahooGroups that will let you set up a free list (with ads attached to all of the traffic, unless you pay a special fee to remove them).
