Karen's comment reminds me that there is a serious answer to this question, which was originally asked as a joke. Several headhunters have suggested that you should dress well for a phone interview, just to remind yourself of the situation.

I can't say that I followed that advice during the one phone interview that I had, but I understand why it might be valid.
