I once applied for a job (that thankfully I didn't get since the company laid off all their tech writers last year) and got no response. Then, a few months later, they were still running a similar ad, I sent them a much better cover letter, and got the interview.

a) tacky or

to send them another copy, perhaps with a better-worded cover letter,
in hopes that the first time around they merely overlooked my obvious
