Text boxes will do what you're looking for. You can change the direction of
the text in each box. They can be grouped together to look like a table.

other page elements (headers, footers, section heading) up the normal way

straightforward to complete which unfortunately means the various selection

workarounds I found in the archives won't work (changing text
direction/importing as objects/printing to EPS!?!...).
