FrameMaker in itself does not "do" HTML. (Not really anyway.) If you are
looking for a system to produce HTML files (but not any other kind),
FrameMaker probably would not be a good choice.

This is also true if you want to do a one-time conversion of existing
documents to HTML (that are thereafter maintained only in HTML).

On the other hand, if you are looking for an integrated single sourcing
solution, the combination of FrameMaker and WebWork Publisher is hard to
beat. "Single sourcing" means that you write the documentation only once
and then output it to whatever delivery medium you want - paper, PDF,
HTML, online help.

(This may sound dubious, but it really works. One of our current projects
is single sourcing for paper, two different PDFs, and two different
online help systems. All from a single set of source files, albeit with
conditional text.)

The main advantage of single sourcng is not in the initial writing but in
the maintenance: You have to make changes only once instead of multiple times.

So my recommendation would be:

- If you will be working only with HTML files (and possible do an initial
conversion to HTML), a good HTML editor (with site capabilities) will
probably help you the most.

- If you will (or would like to) do single sourcing, have a good look at
a combination of FrameMaker and WebWorks Publisher.
