Ok, non-Word expert here giving advice, but I think this works:

1. Put the toc in one section and the main body text in another section (using the Insert>Break>Section break operation).
2. Go to the first page of the main body section, then choose Insert>Page Numbering.
3. Click on the Format button in that dialog box to specify page 1 for the main body. Then Click OK.
4. You will also need to go to the header/footer and remove the page numbering in the TOC and Cover page sections (just go into the footer and delete these fields).

So yes - you can put the TOC in it's normal place and still have page numbering start at 1 on the main body page. I don't think it's too painful to do either.

I know a way to do it - just generate it after the last text page in a separate section, then move it. But I want to do a pdf and that's extra work.
