Elma's ideas on how to handle the situation are the best, I believe.
Invoking cost savings and magic words like "best practice" are the best
approach to the binder issue--and similar issues like it that will arise.

As for these non-TWs getting their little monkey-paws on your docs, perhaps
some sort of rigid document control is necessary--i.e. only you have the
right to check out and check in documents.
