ETSI (European Telecoms Standards Institute) publishes its standards online
at www.etsi.org. So does the 3rd Generation Partnership Project, which
writes the standards for the next generation of mobile phone systems
(www.3gpp.org).

Also ECMA publishes its standards at www.ecma.ch.
