Sounds like your client picked a winner of a
consultant to listen to. No graphics, minimal layout
transitions, TOC/IX... If you ask me, FrameMaker would
have been perfect.

Very few plug-ins to help you manage the documents.
Very few built-in tools to help you manage the
documents.

That I don't know. Last time I used PageMaker it was
on a Mac, many years ago.
