Blue border around HTML

When creating an image map (graphic hotspot) in FM, I
get a blue border around the anchored frames holding
the markers after conversion to standard HTML.

If I remove a hotspot, the border goes away.

If I change the dimensions of the anchored frame, the
blue border follows suit.

Anyone know if there is a way of removing them?

This has been sent to a few lists but, so far, no-one
has an answer and Adobe don't seem interested.
